Program Manager, Latin America

The Need

International Justice Mission (IJM) is seeking an individual to use their program design and analytical skills to take the long-term vision and programmatic ideas and transform them into focused, measurable, high-impact projects and programs. In this program role, you will have the opportunity to shape the way IJM conducts work in Latin America to secure rescue and relief for IJM clients. This position is based at IJM headquarters in the Washington, DC area and reports to the Director of Operations, Latin America.

Responsibilities

Project Design

  • Consult with the field offices and partners on new and existing project designs;
  • Support Director of Operations in making strategic decisions about design, budget, and staffing of proposals as they relate to IJM's organizational goals and priorities and the offices' ability to implement proposals;
  • Conduct feedback sessions with field offices after proposals are reviewed and disseminate best practices and lessons learned;
  • Assist Director of Operations in identifying and assessing opportunities for new programs and field offices in the region as outlined by IJM's strategic plans; and
  • Assist with proposal and grant writing for the field offices and partners in the region.

Monitoring and Evaluation

  • Assist field offices and partners in establishing annual targets;
  • Facilitate monitoring and evaluation for IJM's existing projects using online data collecting schemes and other tools;
  • Manage field office and partners reports, statistics and case information in order to provide data to internal and external parties upon request;
  • Coordinate with IJM headquarters and field offices and partners on conducting baseline studies upon commencement of projects and final evaluations at the conclusion of each project; and
  • Ensure that findings of final evaluations are incorporated into new projects.

Management of Budgets and Grants

  • Monitor field office budgets for the region;
  • Provide monthly analysis to the Field Office Directors and Regional Director on spending patterns and budget variances;
  • Collaborate with IJM's Executive and Finance Departments on the annual budgeting process and guide field offices through the budgeting process;
  • Liaise with the Finance, Constituent Relations, and Government Relations Departments on grant proposals;
  • Facilitate timely, accurate reporting on all grants for the field offices in the region; and
  • Ensure strict compliance with grantor's rules and regulations throughout the duration of the grant.

Cross-departmental Liaison

  • Act as the liaison between the departments at IJM HQ and the field offices in the region, ensuring smooth coordination, information flow, and processing of the requests of each;
  • Assist in the planning and execution of events initiated by the Field Operations; and
  • Perform other duties as assigned.

Required Skills and Experience

  • Fluency in written and oral Spanish and English;
  • Masters degree in International Development or related field;
  • Minimum of two years successful program management experience;
  • Knowledge of standards relating to design, planning, monitoring/measurement and program evaluation;
  • Experience designing and managing complex program budgets;
  • Exceptional written and oral communication skills;
  • Prior experience working in Latin America preferred; and
  • High level of proficiency with Microsoft Office applications.
