Vice President of Investigations and Security

The Need

For some of us, well-trained, well-functioning, law enforcement agencies are the expectation; sadly, for billions of others, they are not even the dream. Come develop the strategies and tactics that shift that paradigm. International Justice Mission (IJM) is seeking an experienced law enforcement professional to provide strategic oversight of investigations through our field offices and our efforts to contribute to the professionalization of law enforcement agencies around the world. The successful candidate will have extensive experience conducting complex criminal investigations, managing teams of investigative professionals, implementing police reform programs and be an expert in security procedures.

Responsibilities

Investigative Oversight

  • Develop investigative strategies, policies, best practices, and control measures to guide and govern IJM’s worldwide investigations, and monitor compliance;
  • Manage the design and development of training modules to equip our investigative personnel worldwide, both in basic investigations and advanced modules specific to case type and region;
  • Provide operational assistance to IJM’s investigative staff worldwide, including tactical guidance on cases involving sex trafficking, slavery, illegal detention, defilement, land grabbing and other violent forms of injustice;
  • Manage a team of investigative specialists, police trainers, investigative associates and administrators; set mission priorities and ensure proper reporting and follow-up;

Police Professionalization

  • Develop metrics for assessing police performance in areas of operation;
  • Direct and design efforts to promote structural transformation through partnerships with foreign law enforcement agencies to professional police response to targeted injustices against the poor;

Security

  • Ensure the safety and security of IJM headquarters, field offices, staff and clients by monitoring security threats, and implementing security measures and protocols;

Staff Care

  • In collaboration with the Vice President of Aftercare, provide technical expertise and recommendations for investigative staff care initiatives.

Bridge Building

  • Represent and communicate IJM’s mission and activities to law enforcement organizations, churches, fellowships, ministries, and the media; and
  • Develop strategic partnerships with local, national, and international law enforcement agencies and associations.

Required Skills and Experience

  • Substantial experience in criminal investigation with a public law enforcement agency, international human rights agency, public international agency, private investigative or security firm, or military or national security agency; Significant experience working undercover operations (narcotics, vice, etc.);
  • Experience with and oversight of operative networks;
  • Minimum of ten years experience managing criminal investigations and a team of investigators;
  • Significant experience in the design and oversight of conducting police training;
  • Prior success in establishing reforms to enhance operational excellence within law enforcement;
  • Proven ability to build strong working relationships among law enforcement agencies, local and international ministries, churches, fellowships, para-church organizations and media;
  • Experience in managing the impact of vicarious trauma on investigative staff;
  • Prior work experience handling criminal investigations and problem solving in developing countries preferred; and
  • Exceptional written and oral communication skills.

Relocation/Travel Requirements

  • This position requires approximately 13 weeks of travel to IJM’s field offices and other parts of the world per year.

Organization Information

  • Competitive salary, with medical, dental, retirement and relocation benefits;
  • Position reports directly to the Senior Vice President of Structural Transformation;
  • Position based at IJM Headquarters in the Washington, DC area; and
