Aftercare Manager - Rwanda

The Mission

The mission of the International Justice Mission (IJM) is to protect people from violent forces of injustice by securing rescue and restoration for victims and ensuring public justice systems work for the poor.

The Need

IJM is a dynamic and highly professional organization that is experiencing rapid growth and an ever-increasing volume of casework. The new IJM Field Office in Kigali, Rwanda is seeking to hire a candidate with significant experience in social work and project management. The Aftercare Manager will establish and lead IJM’s program to provide appropriate aftercare to victims of human rights abuses, in particular, widows and orphans affected by property grabbing and women and children who are victims of sexual violence. IJM’s Aftercare Manager will develop strong partnerships with International and National NGO’s and community-based organizations (CBO’s), ensuring the clients have access to appropriate systems of care.

Responsibilities

The Aftercare Manager will lead the Field Office’s efforts to provide appropriate aftercare to the clients for whom IJM advocates. Specifically, the Aftercare Manager’s duties will include the following:

  • Develop and implement IJM Rwanda’s overall aftercare strategy and protocols;
  • Ensure IJM Rwanda’s aftercare program provides effective victim aftercare addressing the following: (1) psychosocial/spiritual/social support systems; (2) basic needs (emergency food, housing etc); (3) economic self sufficiency (income generation, financial literacy); (4) physical health; (5) safety and security; (6) community reintegration; and (7) issues relating to clients’ overall well being;
  • Establish a network of community organizations that are able and willing to address the various aftercare needs of IJM clients, and cultivate cooperative relationships with such organizations; monitor relationships to ensure that appropriate aftercare is provided to IJM clients and that new cases of injustice are referred to IJM;
  • Supervise other aftercare staff in order to ensure that clients are receiving the necessary care and follow-up; provide regular feedback and guidance to aftercare staff, including written performance evaluations;
  • Provide direct case management to clients, including conducting needs assessments, preparing action plans, and assisting clients to access livelihood projects, social services and poverty reduction schemes;
  • Organize and maintain detailed records of aftercare information; prepare thorough quarterly reports regarding the aftercare program’s progress toward goals, for monitoring and evaluation purposes;
  • Participate in office-wide programs addressing the staff care of IJM staff and spiritual formation;
  • Perform other tasks as assigned by the Field Office Director, Rwanda; and
  • Maintain confidentiality of privileged and sensitive information.
Skills and Experience
  • University degree in Social Work preferred; degree in related field or equivalent qualification considered;
  • Graduate studies or additional certifications in social work or other related field are an advantage;
  • At least three years’ social work experience. At least two of those years in a position of leadership;
  • Work experience and knowledge in assisting vulnerable women and children, counseling, program development, needs assessment and case management, reporting and evaluation, and resource mobilization;
  • Experience networking with International and National NGO’s, CBO’s, faith-based communities and local government;
  • Experience and interest in project management;
  • Fluency in English required; and
  • Proficiency in French and/or Kinyarwanda desirable;
  • Knowledge of Windows 2000, Windows XP, Microsoft Word, PowerPoint and Outlook; typing skills.
