The Need
International Justice Mission is a dynamic and highly professional organization that has experienced high-speed growth and an ever-increasing platform of work. We are seeking a qualified senior level investigator with managerial experience to conduct and oversee criminal investigations. The Director of Investigations will be based in Nairobi, Kenya, and will be responsible for investigating violations of human rights, training investigators, and ensuring the security of victims and staff.
Responsibilities
Leadership:
- Based on stated objectives, help to develop and then implement location-specific investigative strategies and tactics;
- Enforce IJM HQ investigative protocols and propose additional locally-specific protocols;
- Recruit, train, supervise and mentor an investigative team; and
- Develop the leadership and management potential of key agents.
Management:
- In consultation with the legal team, manage daily investigative operations, providing expert investigative guidance to the Field Office Director and investigative staff; evaluating all investigative strategies; and ensuring that projected activities, outputs and objectives are achieved;
- Develop and cultivate working relationships with key enforcement authorities;
- Develop and manage a network of informants/operatives;
- Develop and manage an investigative team that gathers information from informants/operatives; gathers and analyzes evidence; presents such evidence to the police in a coherent and convincing manner; advocates for the police to take proper action; monitors such police action; and serves when appropriate as a witness to the crimes committed and perpetrator arrest;
- Ensure that IJM investigation team members have clearly defined job descriptions and performance objectives; agent performance is monitored; and appropriate job performance feedback is regularly provided;
- Ensure that IJM and its agents comply with all IJM, government and donor requirements;
- Ensure that concise, but thorough, written reports of all investigation team activities are provided in a timely manner;
- Maintain detailed records of the field office’s investigative work;
- Ensure the security of all investigative, legal and aftercare operations, reporting to the Field Office Director on security matters as they develop; and
- Ensure continual communication with supervisor regarding the status of operations and challenges faced.
Program:
- Fully understand the relevant laws and procedures regarding investigations, arrests and charging of perpetrators;
- Conduct investigations into allegations of human rights abuses referred to IJM;
- Advocate to government authorities for rescue of victims and perpetrator accountability and advise such authorities during enforcement actions;
- Pursue proper arrest and charging of perpetrators;
- Advise the aftercare team as to proper protection of victims and witnesses; and
- In a cooperative effort, collaborate with and train IJM investigative staff in investigative strategies, techniques and security procedures.
Relationships:
- Develop and maintain strong relationships with relevant government leaders, local churches, NGOs and other relevant organizations; and
- Represent and communicate, as needed, the IJM mission and activities before law enforcement fellowships and ministries of the Christian community in Kenya.
Miscellaneous:
- Carry out other additional assignments given by the Field Office Director; and
- Maintain confidentiality of privileged and sensitive information.
Required Skills and Experience
- Fluency in English (written and oral);
- Minimum of seven years of experience in criminal investigation with a public law enforcement agency, international human rights agency, public international agency, private investigative or security firm, or military or national security agency;
- Three years experience working undercover or in special operations, preferred;
- Minimum of three years of successful management/team building experience;
- Demonstrated interest in human rights and social justice;
- Ability to creatively access information, mobilize investigative teams, direct security, and communicate effectively in the developing world, while under stressful circumstances;
- Proven experience in creative analysis of investigative problems;
- Valid driver’s license; and
- Computer literate.

Travel Requirements
- This position requires full-time residence in Nairobi, Kenya. Sporadic travel to other parts of the region may be required.
