Justice Campaigns About

Justice Campaigns mobilizes people around the country in support of U.S. policies that will lead to the abolition of sex trafficking and modern-day slavery and to the development of public justice systems abroad that protect the poor.

Working with individuals, students and churches, we encourage policy-makers in Washington to use their influence to champion the rights of the poor and vulnerable.

Together, we'll ask Congress and the Obama Administration to support:

  1. A robust budget for the State Department's Global Trafficking In Persons Office (G/TIP), which has provided resources for IJM field offices that investigate and provide legal assistance to victims of trafficking and slavery;
  2. U.S. foreign assistance to build capacity in poor countries so that violent crimes against widows, orphans and other vulnerable people are investigated professionally, and perpetrators are brought to justice in accordance with local law;
  3. Trade policy that denies access to American markets for items produced by child or slave labor, and provides incentives for slavery-free production of agricultural exports, textiles and other manufactured goods. 

Meet the Team

Vice President of Government Relations & Advocacy

Holly J. Burkhalter

Holly Burkhalter serves as Vice President of Government Relations & Advocacy for International Justice Mission. Before joining IJM, Ms. Burkhalter most recently served as the U.S. Policy Director of Physicians for Human Rights. Prior to joining Physicians for Human Rights, Ms. Burkhalter worked with Human Rights Watch for 14 years as Advocacy Director and director of its Washington office. Previously, Ms. Burkhalter staffed the House Foreign Affairs Subcommittee on Human Rights and International Organizations from 1981 to 1983. From 1977 to 1981 she worked for Representative (now Senator) Tom Harkin, D-IA.

Eileen Campbell

Eileen joined International Justice Mission as Director of Justice Campaigns in July 2008, after completing a Masters in Divinity from Harvard Divinity School. Prior to that, she worked with Physicians for Human Rights as Coordinator of the Health Action AIDS campaign, which mobilizes health professionals in support of a comprehensive U.S. response to the HIV/AIDS pandemic. At Physicians for Human Rights, Ms. Campbell also served as Grassroots Coordinator for the U.S. Campaign to Ban Landmines, a coalition of organizations working to persuade the U.S.

Erica Boonstra - Program Manager, Justice Campaigns

Erica joined International Justice Mission in January of 2009 as a Government Relations Intern, joining the team as an employee shortly after. She assists Director of Justice Campaigns Eileen Campbell in organizing IJM constituents to advocate on behalf of IJM’s clients and field work. Prior to joining IJM, Ms. Boonstra worked for World Vision’s office in Chicago as a Marketing Assistant. She graduated from Calvin College in 2008 with degrees in English and International Development Studies.

Program Coordinator, Government Relations

Annick Febrey - Program Coordinator, Government Relations

Annick joined International Justice Mission in February of 2010 as the Program Coordinator for the Government Relations department. Prior to joining IJM, Ms. Febrey worked as the Staff Assistant for the White House Fellows Program. Before her work at the White House, she spent nearly two years serving in various capacities for Obama for America and was ultimately responsible for mobilizing grassroots efforts in Pittsburgh, PA during the general election. She graduated from Dickinson College with a degree in Policy Studies.
