The Mission

International Justice Mission (IJM) is a global organization that protects the vulnerable from violence by partnering with government authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen criminal justice systems so they protect the vulnerable from violence and abuse long-term. IJM is a global team of lawyers, social workers and other professionals. IJM has 17 field offices across the globe, including multiple offices in Southeast Asia.

IJM has worked in northern Thailand through IJM’s Chiang Mai field office (FO) since 2000, partnering with government authorities on hill tribe Thai citizenship cases and cases of sexual violence against children. In 2017, IJM started a new field office in Bangkok and in 2018 IJM Foundation was established to provide support to Thai authorities to eliminate labor trafficking and forced labor from the Thai fishing and seafood industries. IJM Foundation lawyers, fieldworkers, social workers and other professionals will support Thai law enforcement, social services, prosecutors and the courts to identify and prosecute cases of forced labor and labor trafficking crimes and restore labor trafficking survivors to safety and strength.

The Need

IJM Foundation is seeking a Deputy Director of Law Enforcement Coordination (DDLEC) to help us secure justice for victims of forced labor and hold accountable perpetrators of forced labor and human trafficking crimes. The Deputy Director of Law Enforcement Coordination will aid in the collection and dissemination of information and coordinate with Thai law enforcement partners. We are looking for a Thai law enforcement professional with excellent communication skills. The candidate must possess a high level of proficiency in spoken and written English and Thai languages. The candidate must also have a passion to protect the poor and vulnerable from violence by using their skills and talents. This position is based in Bangkok, Thailand and will require travel within Thailand. The position reports to the Bangkok Director of Law Enforcement Coordination (DLEC).

Responsibilities

  • Build strategic relationships and collaborate with Thailand’s law enforcement agencies and NGO partners
  • Assist law enforcement before, during, and after IJM Foundation-assisted law enforcement interventions and on other casework activity
  • Help gather information and identify suspects and victims in forced labor and human trafficking cases
  • Facilitate communication between police and aftercare personnel before, during and after law enforcement interventions
  • Advocate for proper procedures to occur during IJM Foundation-assisted casework
  • Strategically analyze and prioritize casework
  • Oversee and supervise activities to gather information on cases of labor trafficking when DLEC is not available
  • Travel and temporarily work in the provinces as needed
  • Create and manage travel budgets
  • Coordinate field work activities while traveling without the DLEC
  • Demonstrated ability to develop strong rapport with IJM Foundation clients in a victim sensitive manner
  • Develop a thorough knowledge of relevant laws and criminal procedures regarding labor trafficking cases
  • Develop a thorough working knowledge of the methods of human traffickers and the methods and techniques used to gather information to document labor trafficking crimes effectively
  • Collaborate regularly with members of IJM Foundation Bangkok’s Legal, Law Enforcement Coordination, and Aftercare Departments on cases
  • Competently work with various databases, record management systems, communication networks, and other equipment
  • Participate in external meetings and events
  • Maintain strict confidentiality of all fieldwork, fieldwork strategies, and other privileged and sensitive information
  • Comply with all IJM Foundation and Thai government requirements
  • Carry out additional assignments as required by the DLEC

Administrative Activities

  • Prepare official and internal reports
  • Edit and correct Intervention Reports and official documents before submitting them to police
  • Prepare After Action Reports
  • Maintain Project Area Summary Reports
  • Represent the DLEC at meetings with government officials when DLEC cannot be present
  • Prepare budget requests for casework activities
  • Perform other related duties as required and necessary

Required Skills and Experience

  • Bachelor’s degree from an accredited university
  • Fluency or high proficiency in spoken and written communication in English and Thai
  • Experience providing effective administrative or coordination support in a fast-paced, professional environment
  • Experience working for a law enforcement agency
  • High level of proficiency with Microsoft Office applications
  • No criminal record
  • Valid driver’s license and passport (or able to obtain).
