The Need

IJM is seeking a highly experienced, dedicated professional to serve as the Head of Casework, Cambodia. The Head of Casework (HoC), Cambodia will work closely with the Field Office Director, Cambodia to ensure the field office achieves its goals, particularly focusing on the significant, sustainable reduction of forced labor slavery within the Cambodian workforce, with an emphasis on Cambodians being trafficked into the Thai fishing and seafood processing industries. The HoC will lead all direct casework interventions of the Cambodia Field Office. This position is responsible for the management of investigations, legal and aftercare professionals engaged in the identification, rescue, repatriation and restoration of Cambodian victims of forced labor slavery and the prosecution of perpetrators in Cambodia. The HoC will lead IJM Cambodia’s cross-border casework engagement and collaboration in destination countries with IJM projects where they exist, and with other NGOs and stakeholders in countries without an IJM presence.

The HoC will ensure employee engagement, safety, security, as well as spiritual & professional development in the Casework Team. This position also monitors and controls the budget, expenditure, and program activities of the Casework Team to ensure staff performance and program goal achievement. The HoC will set overall investigations, legal and aftercare strategies; build bridges with local, national and international law enforcement, socials services and legal agencies, and supports IJM’s efforts to equip, train and coach justice system officials. The HoC builds and leads a culture of world-class professional excellence in Casework, where team members find themselves, year by year, becoming more like Christ as they participate in common spiritual disciplines in a community of service and faith.

This position is based at IJM’s office in Phnom Penh, Cambodia and reports to the Field Office Director, Cambodia.

Responsibilities

Leadership and Management

Responsible for communicating and driving the IJM Cambodia casework vision and strategies, and fostering IJM’s culture of spiritual health and integrity. Tasks include overseeing safety and security of team members, management and development of team members, crisis management, financial stewardship and management, and contributing to initiatives and processes.

  • Build a well-functioning and healthy multi-disciplinary team;
  • Leadership and development of IJM investigators, legal professionals and social workers in a dynamic, collaborative team under-girded by a culture of meaningful spiritual formation and pastoral care;
  • Set vision and strategy in collaboration with the Casework team and with leaders in the office and the Forced Labour Slavery Hub;
  • Ensures compliance will all IJM policies and procedures.

Strategy & Knowledge Development & Implementation

Develop objectives, priorities, and the implementation of plans consistent with the long-term strategy for IJM Cambodia’s project, aimed at driving impact outward into the wider region and globally.

  • Build a context-specific strategy and plans around IJM’s core theory of change of ending impunity in forced labor slavery, identifying the essential components of a strategy to deliver rapid and sustainable impact within two – three years;
  • Develop, implement and maintain best practices for investigations, legal and aftercare services;
  • Articulate and communicate learning from casework to enable the formulation of IJM’s source-country casework response model/product;
  • Articulate and communicate diagnosis of gaps in the PJS response to forced labour slavery in Cambodia to drive IJM’s system reform and capacity-building programs;
  • Improve the quality of IJM Cambodia’s casework data and ensure all database entries are accurate and detailed;
  • Liaise closely with IJM’s Crime Analysis Unit to develop a data-driven investigative model and strategy.

Networking & Partnership

Developing and maintaining relations, alliances and coalitions within IJM’s regional and global counter-slavery projects, and with key stakeholders and organisations in Cambodia to obtain information and support and to enhance the impact and effectiveness of IJM’s casework.

  • Develop and maintain a close working relationship including regular communication with IJM counterparts in the Forced Labor Slavery Hub to ensure program and strategy alignment and casework coordination;
  • Sustain and enhance IJM existing alliances with key casework organisations in Cambodia, including IOM, Chab Dai, Samaritan’s Purse, AAPTIP, various aftercare organizations, and others;
  • Develop new connections with helpful agencies in destination countries to facilitate effective cross-border casework and stimulate growth of the IJM Forced Labour Slavery project within the region.

Training and Development

  • Recruit, train and coach investigators, social workers and lawyers;
  • Ensure all new casework staff have intensive and practical training with a clear plan and progression in place from the time of their arrival.
  • Assist in the development of training modules for partner NGOs and government agencies.

Casework

Regular casework responsibilities including field work, aftercare, survivor meetings, debriefing etc.

  • Maintain a close connection with the field work of the casework staff and travel regularly with the team to provide mentorship and keep a realistic picture of field realities;
  • Provide tactical oversight and operational leadership on field operations;
  • Monitor law enforcement, judicial and government social worker performance on IJM-initiated cases;
  • Ensure strong tactical planning and preparation procedures are in place and implemented by the team and lead after-action debriefs following all significant field operations.

Requirements

  • At least seven years’ operational/field/tactical experience in investigations, social work, and/or criminal law practice. Experience in law enforcement preferred;
  • At least five years’ experience in leading teams of field professionals. Leadership experience in cross-cultural settings preferred;
  • Graduate degree in investigations, social work, law, human rights, international development or related field, or equivalent work experience;
  • Skills in investigations and evidence-building;
  • Skilled developer of referral sources including individuals and organizations;
  • Familiarity with information analysis software and systems;
  • Knowledge of international trafficking instruments and understanding of labor trafficking laws and their practical application;
  • Knowledge of social work concepts and principles for community-based aftercare;
  • Familiarity with case management and tracking systems and databases.
