Justice Data Solution Business Analyst, Southeast Asia

The Need

At IJM, we believe that we can help end slavery and violence against the poor in our lifetime.  In order to ignite global support for this movement, we must expose the hidden truth about the brokenness of the public justice system and prove that justice for the poor is possible.
IJM is seeking a Justice Data Solution Business Analyst, Southeast Asia, to support a global field data management platform and business intelligence reporting software. The Justice Data Solution Business Analyst, Southeast Asia, will provide key data insights that will help the Southeast Asia team plan and execute its work in the field. This person will collaborate with field office leaders to deliver high levels of support program staff to ensure maximum data capture and quality, increased team efficiency, and compliance with organization policies and best practice. Analysis of this data shall inform field office programming decisions as well as organization-wide strategic communications.
This position is based in Southeast Asia and reports to the Data Insights and Operations Manager, AMOS, at IJM’s headquarters in Washington, DC, in collaboration with the Field Office Director in their appointed Field Office. Regional travel is required monthly based on support needs of the field offices.

Responsibilities

Data Management, Insights and Reporting

  • Master IJM’s key software programs for managing and reporting on justice system data, Case Tracking and Management System (“CTMS”) and Tableau; 
  • Enforce the implementation of system policies and business processes for the field offices within Southeast Asia by developing tools that will support staff in data management practices, including the maintenance of case type specific business process manuals;
  • Support Field Office teams in program improvement efforts through the development of tools and reports that will lead to higher levels of program documentation within existing or integrated platforms and increase data quality; 
  • Identify areas of process misalignment in data entry among field offices in Southeast Asia and provide potential solutions, where possible; identify and escalate areas of policy misalignment for further refinement by Global Programs leadership;
  • Lead regular data audits in the field and assess impact on data integrity; and,
  • Support the development of ad-hoc reports to aid in stakeholder program learnings and lead to real-time program course corrections; performs analysis on data as requested.

System Design & Deployment

  • Partner with field office stakeholders to understand business processes and underlying informational and/or process automation needs; use analysis/diagramming tools to represent business/technical processes;
  • Engage field stakeholders to gather and thoroughly analyze requirements requested so that they can be used as input for system design; 
  • Evaluate and elevate enhancement requests from Southeast Asia to Project Team for consideration in a future minor/major development phases; 
  • Create and report on new user stories (eventually responsible for maintaining business backlog);
  • Assist in the identification of  requirement and scope related issues and risks; and,
  • Lead the rollout of JST Data Solution and Tableau to all IJM field offices in Southeast Asia, including follow-up support plans after deployment.

Ensure User Adoption through Quality Support and Training

  • Respond in a timely, effective manner to all inbound “Help Desk” inquiries and support requests from the field offices in Southeast Asia; 
  • Coach and develop key field staff in each Field Office within Southeast Asia to ensure mastery of data management systems and growing ownership of data quality;  
  • Assess and identify ongoing training needs for field staff in Southeast Asia related to how to manage and make use of data; develop training content in partnership with Super Users and deploy training opportunities to Field Office staff with minimal budget; and,
  • Communicate regularly with stakeholders in Southeast Asia on system updates and training opportunities.

Required Skills and Experience

  • Bachelor’s degree; 
  • Experience with Salesforce.com application, preferred;
  • Experience writing product/business requirements and understanding of complex data modeling and analytics, preferred;
  • Experience with Tableau, preferred;
  • At least two years’ experience working with justice system (or similar) data; prior database management experience preferred; 
  • Proven ability to provide professional services, including training, to a wide variety of internal stakeholders;
  • Demonstrated ability to manage multiple priorities and work in a fast paced environment; 
  • Working knowledge of SharePoint and Microsoft Office, with significant experience with Excel preferred; and 
  • English fluency.
