The Need

International Justice Mission is seeking a highly qualified, dedicated professional to assist in all human resources operations and management of IJM Uganda personnel as directed.

This position is based in Kampala and reports to the Sr. Manager, Operations.


Leadership and Management

  • Perform HR management functions, including recruiting, on-boarding, training, discipline, compliance, performance management, professional development, documentation, etc.; and
  • Manage staff care program to encourage emotional and professional health of staff members.

Training and Development

  • Assist with the implementation of the performance management system that includes performance improvement plans (PIPs) and leadership development programs;
  • Assist with the establishment of an in-house employee training system that addresses training needs, including: training needs assessment, new employee orientation or onboarding, leadership development, and the measurement of training impact;
  • Assist managers with the selection and contracting of external training programs and consultants;
  • Provide necessary sensitization and training to managers and employees, including Spiritual formation and the employee handbook;
  • Maintain employee training records including staff care and onboarding (among others); and
  • Participate in IJM programs focusing on professionalism and Christian spiritual formation.


  • Manage the recruitment process for employees, volunteers, and interns, using hiring practices and procedures necessary to recruit and hire a superior workforce;
  • Conduct the recruiting planning meetings when staff needs are identified;
  • Review the resumes for all job candidates and interview candidates for employment; and
  • Serve on employee selection committees or meetings.

Employee Relations

  • Partner with management to communicate Human Resources policies, procedures, programs, and laws;
  • Recommend employee relations and practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation;
  • Participate in the conduct of investigations when employee complaints or concerns are brought forth;
  • Advise managers and supervisors about the steps in the progressive discipline system of IJM;
  • Counsel managers on employment issues;
  • Assist with the implementation of company safety and health programs; and
  • Track and post OSHA-required data and files reports.


  • Assist with the monitoring of the organization wage and salary structure within IJM (including raises);
  • Provide competitive market research and prepare pay studies to help establish pay practices that help to recruit and retain superior staff; and
  • Partner with accounting and payroll to maintain an accurate and updated payroll database.


  • Provide day-to-day benefits administration services and assist employees with any claim issues;
  • Develop and schedule benefits orientations and other benefits training;
  • Administer Group Personal Accident and Group Life claims; and
  • Recommend changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.


  • Comply with all existing governmental and labor legal reporting requirements and maintain minimal exposure to lawsuits; and
  • Protect the interests of both employees and IJM in accordance with IJM Human Resources policies and government laws and regulations.

Organization Development

  • Support the process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, and change management;
  • Assist in the development, maintenance and implementation of best practices of HR functions;
  • Assist with employee communication and feedback through such avenues as staff meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, one-on-one meetings among others; and
  • Help to monitor the organization's culture so that it supports the attainment of IJM's mission and promote employee satisfaction.

General Accounting & Statutory Compliance

  • Track monitor and record employee leave, attendance, overtime and working hours; and
  • Support the Finance Team in management of employee benefits programs.


  • Bachelor’s degree in relevant field (business administration, human resources, etc);
  • Five or more years of experience as HR officer, office administrator or similar position;
  • Experience working in a professional international business environment preferred;
  • Computer literate with proficiency in MS Word, Outlook and Excel;
  • Fluency in English and Luganda, with excellent writing and speaking in both;
  • Driver’s license and experience driving manual vehicles preferred;
  • Excellent MS Word, Excel and other computer literacy skills;
  • Change management skillset;
  • HR knowledge;
  • Labor law and its interpretation;
  • Talent acquisition and management; and
  • Mentoring, coaching, and advising.
