The Need

After almost 25 years of continued growth and operational success in pioneering the work of protecting those who are experiencing poverty from violence, IJM has become a $100+ million organization. As IJM continues this trajectory of growth and scaling of its impact, with the Vision to protect 500 million people by the year 2030, IJM’s Myanmar Office is seeking Lead, Program Management.

Lead, Program Management to monitor, analyze and guide Myanmar program planning and implementation and progress towards target impacts: reducing human trafficking and forced labor crimes against workers. Lead, Program Management will use IJM and external data, stakeholder consultation, and regular review and revision of work plans and budgets to advise the Director of Operations and facilitate the development and execution of strategies and plans. The individual will also lead development and execution of program partnerships as necessary to achieve goals, ensure a high level of coordination and cooperation between the Myanmar office, IJM’s Forced Labor Program Hub, and other IJM programs, and ensure production of professional and thorough reporting and other communication to internal and external stakeholders.

This position is based at IJM Office in Myanmar, Yangon area and reports to Director of Operations.


Leadership and Management

  • Develop and review of procedures and processes to increase office efficiencies and integration;
  • Lead annual program planning and budgets under the guidance of the Director of Operations and in consultation with the IJM Myanmar team as well as other relevant internal and external stakeholders;
  • Lead quarterly program reviews and other program review meetings as needed; and
  • Assist in the overall organizational development.

Strategy & Knowledge Development & Implementation

  • Lead the development and updating of the Myanmar program strategy under the guidance of the Director of Operations;
  • Provide regular input to the Director of Operations on strategic and tactical considerations covering all aspects of program implementation; and
  • Support development and review of appropriate strategies that enable the office to achieve its targets on time and within budget.

Networking & Partnership

  • Serve as internal point of contact for the Myanmar program, ensuring smooth coordination, information flow, and appropriate messaging within IJM; and
  • Represent IJM and support development of productive working relationships with regional and Myanmar stakeholders, including government, NGOs, businesses, and other civil society organizations to advance program goals.

Research, Program Management and M&E

  • Lead annual and three-year planning and budgeting processes under the guidance of the Director of Operations with inputs from the IJM Myanmar team;
  • Support the Director of Operations in designing and reviewing new projects, and making changes to current projects in accordance with IJM’s guidelines;
  • Support the revision of monitoring and evaluation plans as necessary to analyze program progress and impact, in close coordination with IJM’s Forced Labor Hub team;
  • Work closely with Myanmar program staff to ensure project activities are well documented, including thorough and well-organized filing systems with supporting documents;
  • In collaboration with the Hub Grants and Partnerships Sr. Lead and the Regional Financial Analyst, support further development, monitoring and reporting against Myanmar program budgets and plans (grant-funded and non-grant).

Documentation, Reporting & Data Management

  • Manage creation of all reporting (internal and external), including grant reporting in collaboration with regional program management.
  • Work with the Grants and Partnerships Sr. Lead, the Financial Analyst and FO staff to regularly review grant performance; and
  • Support development of proposals for further funding of the Myanmar program, as needed.

General tasks

  • Maintain detailed familiarity with the Myanmar Office program and its implementation by participating in team meetings as necessary and a variety of internal and external program activities;
  • Participate in external meetings and events as needed, and provide critical analysis and feedback;
  • Ensure accuracy in handling office money and follow the Finance policies and guidelines in settling expenses and making payments;
  • Travel from time to time for meetings, monitoring program implementation by partners, cases or conferences;
  • Maintain confidentiality of privileged and sensitive information;
  • Act as a liaison with the IJM regional team and other offices on program and M&E issues, sharing knowledge and lessons learned; and
  • Participate in regular IJM program support team meetings, and IJM regional/hub PM team meetings.


  • Bachelor’s Degree required; Master’s degree in International Development or related field preferred
  • Minimum of five years successful program management experience, including managing partnerships
  • At least four years’ experience in an NGO environment preferred
  • Experience working effectively cross-culturally and across multiple time zones
  • Knowledge of standards relating to design, planning, monitoring/measurement and program evaluation
  • Knowledge of forced labor issues, anti-forced labor programming and government engagement in Myanmar preferred


  • Exceptional written and oral communication skills in English and Myanmar.
