The Need

For 25 years, IJM has pioneered the work to protect vulnerable people from violence. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Program Manager to support the Head of Programs in the design and implementation of the Uganda program, working with program teams in all implementation locations to complete the program on time and within budget. The Program Manager will work with the Head of Programmes and all department leaders to ensure that programmatic goals are documented, shared and implemented. In collaboration with the Coordinator, Monitoring, Evaluation, Research and Learning (MERL) , the Program Manager will regularly assess the status and progress of the program, informed by MERL data, and present analysis and recommendations to the Head of Programs for consideration.

This position is based in Kampala, Uganda and reports to the Head of Programs.


Responsibilities:

  • Lead program implementation teams in managing all aspects of the project cycle including planning, implementation and monitoring.; ensuring strict adherence to workplans, budgets, activity trackers; and making recommendations for updates to these program tools to the Head of Programs.
  • Support in programme planning and design for activities with programme teams and implementing partners, including contributing to the preparation of budgets and program workplans.
  • Provide guidance and coordination to field implementing teams to ensure activities align with the program plans and adhere to IJM program standards.
  • Coordinate, guide and track implementation team’s adherence to detailed implementation plans and regularly recommend to the Head of Programs revisions in accordance with program progress and learnings.
  • Support the development of, and closely track the adherence and progress of detailed implementation plans for all grant-funded projects, including compliance with all grantor regulations.
  • Ensure to maintain and update the program documentation archiving system in collaboration with the Head of Programs.
  • Compile weekly and monthly field reports for submission to the Head of Programs.
  • Maintain a database of implementing partners across the national program supporting Program Leads and Regional Managers to track and report on partnership development and engagements.
  • Work closely with the Coordinator, Communications & Media to document field reports and support program teams to identify best practice and moments of change for learning and sharing.
  • Develop a program calendar of planned activities supporting the program leads to properly allocate human resource capacity for continuous implementation.
  • Support program staff in organizing and managing events, workshops or trainings as required.
  • Support the Head of Programs in training staff and partners on program standards and best practices.
  • Ensure timely development, review and finalization of all project documentation and reports, including concept notes, memos, and activity reports.
  • Conduct regular field visits to ensure smooth implementation of project activities.
  • Prepare briefing papers/project updates for periodic review meetings.
  • Provide high-quality editing and formatting for program related documents intended for external audiences, including but not limited to communication materials and donor reports.
  • Support the Head of Programs in quarterly program review meetings and grant project review workshops to ensure robust engagement on implementation, documentation of learnings and tracking of action items.
  • Contribute to and support the monitoring, evaluation research and learning team on quality and fact checks on reports on program implementation.
  • Participate in IJM programs of professionalism and Christian spiritual formation.
  • Ensure strict adherence to IJM operational, finance, program and human resources policies.


Requirements:

  • A bachelor's degree in Program Management, Law, International Development, social sciences, or related fields. Master's degree preferred.
  • Project management training and certification is highly desirable.
  • A minimum of five (5) years’ experience in programme management and/or coordination
  • Experience in program reporting is an added advantage.
  • Experience of establishing strong working relationships with colleagues within and from different organizations and cultures
  • Experience in communication, reporting, documentation, publication in relation to the NGO/Humanitarian sector is desirable.
  • Experience working with large donors, like the UN, USAID, Irish Aid, EU, Pharus and other Foundations is essential.
  • Familiarity with principles and current approaches to monitoring evaluation research and learning in development programs using both quantitative and qualitative methods.
  • Familiarity with the working of justice service providers within the formal and informal justice systems. Experience with justice service providers in Uganda is desirable.
  • Strong analytical and organizational skills.
  • Ability to take initiative and solve problems/deliver results on time.
  • Ability to work in a multidisciplinary and multicultural environment.
  • Strong team-building and motivational skills
  • Self-driven.
  • Ability to prioritize workload and deal with multiple requests and work activities at any given time.
  • Strong skills in writing and reviewing technical literature for reporting purposes.
  • Experience working in a multidisciplinary work environment.
  • Excellent Computer literacy with proficiency in MS Word, Outlook, Power Point and Excel.
