The Need

IJM is seeking for a qualified Sr. Officer, Finance, OSEC Hub, who will provide accounting oversight for all field offices including the OSEC Hub’s Center to End Online Sexual Exploitation of Children (Center), managed by the OSEC Hub. In coordination with the Global Finance team, the Sr. Officer, Finance, will ensure compliance of all IJM global finance standards, manual and policies by all relevant field offices/Center. The Sr. Officer will develop best and emerging finance practices that can be implemented in all relevant field offices/Center. This position also ensures compliance country-specific accounting requirements, reporting mandate, and other mandatory official requirement by the field offices. This position will ensure consistency in the implementation or execution of these standards and best practices, providing analysis on gaps and areas of concern/growth, training finance officers on these growth areas, and follow up on compliance with Finance Compliance Report recommendations with the field offices/Center concerned. The Sr. Officer, Finance, will ensure fiscal responsibility and good stewardship within the OSEC Hub by providing regular reliable reports and analysis of performance against budgets and forecasts.

This position is based at IJM Manila Office.


Strategy & Knowledge Development & Implementation:

  • Assist field office accountants in creating and monitoring a development plan in collaboration with Field Office Directors.
  • Supports the VP/ND in the annual budget development for the OSEC Hub/ IJM Philippines National Office and collaborates with FOs/Center leaders and finance managers in their respective budget development, including providing BVAs to the VP/ND on a regular basis.
  • Facilitate the creation of informative and accurate strategic plans, annual budgets and quarterly forecasts by developing hub-level expense plans, targets, assumptions and projections;
  • Develop customized reports and dashboards that allow key budget managers within the Hub to understand and act on financial data.
  • Assist key budget managers within the Hub in allocating and reallocating financial resources.
  • Assist Global Finance and Treasury in establishing new field offices including setting up bank accounts, internal controls and hiring and training staff.
  • Support cost proposal (budget) development within the HUB; collaborating with field office finance and program teams and the Global Grants team for new awards and modifications to existing ones.

Policies and Procedures:

  • Work with FO accountants/finance managers in ensuring compliance with IJM’s global finance FO manual, standards, policies and procedures.
  • Collaborate with Global Finance on development/review/revision of country-specific finance manual supplement, policies and procedures; provide feedback on areas for improvement and growth.
  • Develop best practices contextualized to country-specific needs and growth areas.

Training and Development:

  • In coordination/collaboration with Global Finance, provide training to field office accountants, finance staff and other non-finance staff as appropriate on needed areas including policies & procedures, stewardship, compliance, QuickBooks, audit compliance, etc. Training will be provided both on-site and virtually.
  • Provide technical and management mentoring and coaching to Finance Managers/office accountants through regular phone/zoom calls and/or office visits.
  • Assist in recruiting field office finance staff including reviewing CV’s, interviewing and providing input as to the final decision.
  • Provide input on job descriptions.
  • Support FO finance teams on training and providing orientation to new field office finance staff.

Documentation, Reporting & Data Management:

  • Provide monthly and/or quarterly reports/BVAs/analysis, projections and recommendations for the Hub/FOs/Center’s effective budget management.
  • Lead the collation and submission of annual SEC accounting report for IJM Philippines.
  • Coordinate and provide oversight to process for external audits of field offices required as part of country registration and as part of organizational annual audit.
  • Provide assistance in fraud investigations and participate in overall strategy to avoid fraud.

General tasks:

  • Participate in IJM’s spiritual formation and professional development programs.
  • Perform other related duties and tasks as assigned by the OSEC Hub Director.


  • Bachelor’s degree in Accounting or equivalent
  • CPA or equivalent preferred;
  • A minimum of five years accounting experience preferably for an NGO. Accounting experience should include hands on accounting as well as financial analysis, budget preparation and compliance;
  • Exceptional ability in written and spoken English; and
  • Experience leading and training staff in cross-cultural settings
  • Thorough understanding of GAAP, such as debits and credits, cash versus accrual accounting, financial statement preparation, etc.
  • Experience with accounting software preferably QuickBooks
  • Proficiency with Microsoft Word, Excel and Outlook (or equivalent).
  • Experience handling registration and tax requirements in Southeast Asia;
  • Working knowledge of Microsoft Office Suite (word, Excel, Outlook, Powerpoint)
