The Need

IJM is seeking a Lead, Global Activation to provide strategy, implementation, and project management to achieve key regional and global partnership goals in IJM’s OSEC programs within IJM’s Center to End Online Sexual Exploitation of Children (the “Center”). This role is expected to contribute significantly to the Center’s objectives of (1) strengthening an effective global network of accountability (law enforcement and prosecution), (2) supporting effective justice system responses from source and demand-side countries, and (3) improving detection and reporting by technology and financial sectors.

The ideal candidate is a leader who brings significant experience activating regional and global agents of change within corporate, government, and international institutions. The ideal candidate has experience creating clear and persuasive professional products responsive to regional or international audiences, topics, and objectives. This position leverages existing Center products and research, including through the use of IJM collaborative casework, training, and system reform data. The candidate will help the Center harness corporate, governmental, and international power to support strengthening justice systems to protect children from online sexual exploitation of children throughout the APAC region. This will help establish IJM as a world leader in developing and scaling models and products to help drive an effective justice system response to protect children from online sexual exploitation.

This role’s key routines include managing strategic partnerships, developing activation strategies, leading activation partnership teams, and supporting activation related events and products.

This position is based at the Philippines and reports to the Executive Director of IJM’s Center to End Online Sexual Exploitation of Children.



  • Clearly and persuasively communicate in external engagements, meetings, and in written products with Center partners and stakeholders to influence their response to OSEC in line with IJM’s Theory of Change and Center strategic objectives.
  • Prepare or contribute to well-organized and persuasive written products for sharing with key stakeholders, including industry.
  • Provide regular communications to supervisor and team on progress in Center projects.

Strategy & Knowledge Development & Implementation

  • In collaboration with subject matter experts and other IJM staff, develop and adapt activation strategies for high priority entities and other activation entities.
  • In collaboration with Center leadership and internal stakeholders, create a global roadmap for implementing activation strategies across high priority entities.

Networking & Partnership

  • Proactively network and partner with IJM subject matter experts within the Center, OSEC Hub, IJM Philippines, Global Programs, and other regions to stay updated on promising and effective activation strategies and opportunities.
  • Effectively and efficiently manage relationships with key activation partners and entities.
  • Pursue developing new relationships for the Center to End OSEC through attendance at relevant forums, events, and conferences.
  • Collaborate with the Special Projects and Partnerships Coordinator to achieve goals.

Research, Program Management and M&E

  • Collaborate with the Head, Program Management in using Global Programs developed M&E tools for activation M&E, tracking and reporting.
  • Collaborate with the Head, Program Management in developing, updating, and monitoring of KPIs for activation high priority entities.

General Tasks

  • Support M&E tracking and reporting in collaboration with the Program Manager.


  • University degree in Law, International Development, Public Policy, Economics, Criminal Justice, or another related field;
  • At least 5 years of experience in anti-OSEC programming, activation, or fundraising;
  • Proven writing experience, with persuasive writing experience preferred;
  • Proven oral presentation skills and experience;
  • Experience working effectively cross-culturally and across multiple time zones strongly preferred Proven ability to communicate and collaborate with multi-disciplinary program teams to achieve goals and activities;
  • Exceptional written and oral communication skills in English, including the ability to make complex technical concepts easy to understand for non-technical audiences;
  • Strong computer skills, including a high level of proficiency with Microsoft Office applications;
  • Strategic thinking and analysis;
  • Facilitation and collaboration; and
  • Knowledge of OSEC issues, anti-OSEC programming, NGO and government engagement in Southeast Asian countries preferred.
