The capacity building model of criminal justice system transformation implemented by IJM includes individual support for survivors, support for government initiatives and jointly proposing policy changes to strengthen criminal justice systems (CJS) to respond effectively to human trafficking.
The Need
For 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Finance Associate.
Job Description:
The Finance Associate Romania position is responsible to support and assist the Director of Finance & Accounting to manage Romania office’s finances as per IJM policies & local legal/statutory compliance. The Associate Finance responsibility includes reviewing finance forms, ensure prompt payment to vendors, entering transactions into IJM reporting software on real time basis, maintaining the finance record and carry out any other additional tasks and projects assigned by the supervisor.
Key Result Areas:
The success of this role is measured by the following KRAs:
- Effective allocation of costs to different grants/cost centers.
- Ensure the supportive documents and files are ready for statutory external audit and other forms of audit by IJM and partners.
- Ensure adherence to Internal Controls and IJM’s internal policy and procedures in all aspects of the financial management for the field office.
- IJM complies with all financial and statutory requirements of Romania.
- All cash usage for IJM programs are accounted for in an accessible and robust fashion.
- IJM operational staff have easy access to necessary funds and are unencumbered by administrative tasks related to finance.
Roles and Responsibilities:
General Accounting and Statutory compliance
- Ensure correct serially numbers all PRF and Expense reports.
- Guiding and solving queries of vendors and staff. Assisting staff with form completion for Expense reports
- Review and correcting of finance forms (Expense Reports and Cash Advance)
- Preparation of cash and bank journals & making sure that all supporting documents are attached.
- Monitoring of staff advance accounting, communicate outstanding staff advances and ensure timely submission of finance papers.
- Support in transaction processing for both staff and vendors and making sure that outstanding issues relating to payments are resolved.
- Timely review of accounting documents for accuracy, completeness, and conformance to applicable policies.
- Perform monthly surprise petty cash count.
- Submit all documents and transactions details to the External accounting service provider for local monthly bookkeeping.
- Liaise with external accounting service provider, to ensure salaries and benefits are properly calculated and booked on a monthly basis, in line with Romanian legislation.
Clerical and Administration
- Daily operational cash management for IJM Romania including bank payments and petty cash.
- Disburse electronic transfer payments to vendors and collect receipts for payments made.
- Receive and coordinate preparation of monthly time sheets.
- Scan transactions and other documents for online filing in M-files
- Photocopy and filing finance documents including achieving.
- Maintain Inventory of Equipment and other fixed assets as per local and global requirements.
Reporting
- Post transactions in Quick Books accurately ensuring the right class of accounts, projects and grants are charged.
- Assist in the compilation of the monthly finance packet and preparation of other financial reports required by IJM HQ
- Assist in resolve all issues of accounting including findings from internal reviews and financial Audits (Internal and External)
- Maintain the monthly tax records (eg. VAT) for grants to support donor filings.
Compliance & Governance
- Maintain comprehensive internal controls on grant and financial management system, sub-grants, and audit requirements.
- Enforcing finance standards, policies, procedures, and best practices and conducting related training.
- Maintain confidentiality and security of all financial, privileged, and/or sensitive information.
Supervisory:
- The Finance Associate reports to the Director of Finance and Accounting.
Education & Experience:
- Bachelor’s degree in Finance or Accounting.
- Minimum two years of experience in Accounting, Reporting, Finance Planning, or similar position.
- Computer literate with proficiency in MS Excel, Word, Outlook, and preferably QuickBooks.
- Experience in a non-profit organization and supporting teams with grant funding will be an advantage.
Technical Competencies:
- Understanding of the accrual-based accounting, double entry principles, and best management practices
- Experience with foreign currency, US GAAP accounting and IT management preferred.
- Knowledge of local laws affecting financial reporting and control requirements.
- Knowledgeable in procurement
- Knowledge in cash management procedures

This position is based in Bucharest and reports to the European Anti-Trafficking Director.
This position is based in Bucharest, Romania and is available to be hybrid (onsite Tuesdays, Thursdays and Fridays) and remote Monday and Wednesday.
