IJM Endorses Bipartisan STOP CSAM Act to Combat Online Child Sexual Exploitation

WASHINGTON, D.C., July 11, 2025 — International Justice Mission (IJM), the global organization working to protect people in poverty from violence, announces its strong support for the STOP CSAM Act of 2025 (S.1829 / H.R.3921). This bipartisan, bicameral legislative effort to combat online sexual exploitation of children (OSEC) was recently introduced in the Senate by Sen. Josh Hawley (R-MO) and Sen. Dick Durbin (D-IL) and in the House of Representatives by Rep. Barry Moore (R-AL-01) and Rep. Sylvia Garcia (D-TX-29).
The STOP CSAM (Strengthening Transparency and Obligations to Protect Children Suffering from Abuse and Mistreatment) Act is a comprehensive response to the global, fast-growing crisis of child sexual abuse material (CSAM) on the internet. The bill empowers survivors, strengthens accountability for tech companies, and enhances transparency and reporting standards across online platforms.

Protecting children from sexual exploitation must be a top priority for the U.S. government and the American technology sector.”
Key provisions of the bill include:
- Civil and criminal remedies for victims to hold online platform operators accountable for promoting or aiding and abetting their sexual exploitation.
- Mandatory annual transparency reports from tech companies on their child safety efforts.
- Stronger CyberTipline reporting requirements to ensure comprehensive reporting of abuse.
- Enhanced protections and restitution mechanisms for child victims and survivors.
IJM joins a broad coalition of child protection organizations and law enforcement agencies in endorsing this legislation and urges Congress to take swift action.
